Proposed bills go through committees of Congress members that edit the language of the bill so that it passes into law faster in order to ensure that the bill follows the agenda of the president who study each idea carefully though it makes the process take longer for the purpose of reviewing the bill with members of the judicial branch

A bill can be introduced by any member of the House. But it must pass identical versions of the bill before passing. Then it can be posted for review to see if it is worthy or not.

OpenStudy (calculusxy):

If the bill is passed by the Congress, it goes to the other two branches for their opinions. If both the Houses agree on the bill it passed on for the Vice President and the Speaker of the House to sign it.
