B: A number line with an open circle on 3, shading to the left, and a closed circle on 5, shading to the right. C: A number line with a closed circle on 3, shading to the left, and an open circle on 5, and shading to the right. D: A number line with a closed circle on 3, an open circle on 5, and shading in between

3x + 1 >10 3x > 10 - 1 3x > 9 x > 3 4x < 20 x < 5 If less then, iy shades to the left, if greater then, it shades to the right. If there is an equal sign, it is a closed circle, if there is no equal sign, it is an open circle. so we have x > 3 and x < 5 There is no equal sign, so we know that the circles will be open. That eliminates C and D. greater then 3 means shading to the right...that eliminates B. your answer is A.
