I would say, it is because rain water is distilled water because it is formed by condensation of water vapor at high altitudes. And electricity can only be conducted through solutions that have free moving ions in them.
sure it may be distilled, but definitely not pure. Lol

i guess it's because the pathway of water (i.e. circuit) is not complete between the rainclouds and the ground.
