Factor a 7x^3y^2 from the top and see If you can cancel something from the bottom.
i would take out 7x^3y as a factor for the numerator so it would turn out like this: 7x^3y(2x^2y^3+3y) and then cancel out 7x^3y from the numerator and denominator so you're left with 2x^2y^3+3y
y(2(x^2*y^2)+3)
