now the center of that circle is the origin, so when y= -5, no really in the 4th quadrant per se, x = 0

it is asking for a specific point in the fourth quadrant

(0, -5) is in the circle if you keep on going to the right into the 4th quadrant, you'll end up with a "y" that's greater than -5 that is -4.9999, -4.9, -4.8, -3 and up
