In a claim/counter you need to pick one as the stronger that you intend to support.  You introduce the other, but make it clear that you will address this issue.

Another way to look at it is how to combined both.  You could make a statement that talks about how both are true, and that people could do their service while in high school to address this.

Remember, they asked for both the claim and counterclaim to be used. Counterclaim: Instead of focusing on cars, which still encourages a culture of driving even if it cuts down on pollution, the nation should focus on building and encouraging use of mass transit systems. And here is my version of a thesis statement that uses both: Due to the large volume of people that drive, hybrid cars, rather than mass transit, are the most important investment we can make in fighting vehicular pollution.
