\[T=\left\{z~|~z\in\mathbb{Z}\text{ and}-4\le z\le0\right\}\] is the same as saying T is the set of numbers \(z\) such that \(z\) is an integer greater than or equal to -4 and less than or equal to 0. So, you have to list all the integers between -4 and 0, including -4 and 0. Simple as that.
