yes it's against the code of conduct to make several accounts. I have observed this user's behavior, he's made lot of troll accounts. And been a nuisance. However he's better for the last few days. As long he maintains one account now, and follows the code of conduct. It should be all good.
My fellow moderators and admins may have a different opinion, I'd love to hear from them.
