The general form of an equation for a line is \[y = ax + b\] would you know where to go from here?

The two unknowns here are the slope of the line (a) and elevation (b). If b increases or decreases, the line as a hole moves up or down in y-direction. If a increases or decreases, the slope of the line does the same.
If the line \[y = ax + b\] goes through point (1,-3), what equation holds?
For the point (1,-3): \[x=1\] and \[y = -3\]
