Ok so look at the drawing above of number 13. I have added letters so we can look at talk about the shapes. Since AB is not equal to CD we know that triangle ABD is not congruent to triangle DCA. But we do know that AC = BD and AD = AD so two sides of one triangle are congruent to to sides of the other and AB > CD so we can conclude that in triangle ABD that the angle opposite side AB (angle ADB) must be larger than the angle opposite CD in triangle DCA ... that would be angle DAC.

That is since AB>CD we can tell that angle ADB > angle DAC so 28 > 2y-7.

Now all you have to do is solve for y to answer the question.
