1.need to check if there are other water sources for city.
2.destruction of an ecosystem.
3.loss of a valuable recreation site.
4.harming the people who depend on lake for livelihood
5.Even if they want to drain the lake..why build a courthouse.Because the area of dried lake would be very fertile and should ideally be used for farming.
                             Sorry...can't think straight...add some more points guys :)
