this is how the question looks like in a table form the value comes first followed by the frequency

I am not sure....look at this....I think you supposed to use the total number of frequency, which is 45....add 1 and then divide by 2...giving you the 23 value. But then you add the frequencies, one by one, and your supposed to get 23, but you don't...so I do not know....look at the link and see what you can figure out
