First, think about what the last 2 digits have to be.

Last 2 digits have to be 12 28 36 44 52 68 76 84 92 or 98
All of those are divisible by 4, but not 8 and none of them use zeros

oops. scratch 98 from that list. So there are 9 possibilities for the last digit.
There are 9 possibilities for the first digit of the 4 digit number 9 possibilities for the 2nd number And, as I've shown 9 possibilities for the last 2 numbers 9x9x9=729
