$$4 + \frac{2}{3} + 4 \frac{2}{3} \= 8 + \frac{4}{3} \= 8 + \frac{3}{3} + \frac{1}{3} \= 8 + 1 + \frac{1}{3} \= 9 + \frac{1}{3} \= \frac{27}{3} + \frac{1}{3} \= \frac{28 + 1}{3}\=\frac{28}{3}$$

I agree!!! Those lines do mean they are equal thou so you would just add the two to get the entire length of the segment

Maybe your teacher wants it in mixed fraction form:

$$\frac{28}{3} = \frac{27}{3} + \frac{1}{3} = 9 \frac{1}{3}$$

However, 4/3 is still improper which means 8 + 4/3 is not in proper or "simplest" form.
