What are the two steps for simplifying radicals? Can either step be deleted? If you could add a step that might make it easier or easier to understand, what step would you add?

1) there is no such mathematical operation as "simplify"
2) there is such a thing as simplest radical form but there are not "two steps" to rewrite a radical expression in simplest radical form
