if directions says use full scale, are you to use the scale labeled 1, or the imperial scale?

Using full-scale means that your measurements from the real world are directly reflected in the graphical representation. Most likely you would use the scale labeled '1', as I would interpret that to be a 1:1, although I cannot see exactly what you are looking at. Empirical is an observed, what you see is what you get, dimensions and could be interpreted as 1:1 as well. A little more clarification on the question would be useful if the answer still eludes you.
