I agree with Nurali. In case anyone is curious why, I'm guessing that the question refers to the Security Council at the UN. The US, United Kingdom, and France are the five permanent members of the Council (along with China and the Russian Federation) and have veto power. Canada isn't one, though they have been a non-permanent member in the past (who do not have veto power).
