It's not that hard
(b*b)+(b*9)+(-3*b)+(-3*9)
then combine like terms

FOIL assumes that you are actually multiplying together the proper terms;  if we just use the distribution property it orders itself without the error:

(b – 3)(b + 9)

b(b+9) – 3(b + 9)

bb +9b – 3b -3(9)
