Why is the “necessary and proper” clause important? It allows Congress to make laws that are not designated in the Constitution. It allows the president to do whatever he feels is necessary for the nation. It lets the Supreme Court decide which laws are constitutional. It lets the Senate impeach the president if it disapproves of his behavior.
