I think C too. Bill Clinton was the youngest president since John F. Kennedy and promised to seek policies that both major parties could accept. He separated himself from the social welfare policies past Democrats had created. His successes included reforming the welfare system, expanding trade, and eliminating the budget deficit. Conservative Republicans pushed for some of these changes, particularly in welfare and the budget. The debt itself still existed, but the accumulation of further debt ended.
