I am having a hard time undetstanding what they want in part a. Do they want speed from 1-2,2-3 etc, or the tangents at 1,2,3 etc?

Is it instantaneous valocity or just speed in between the seconds?

There is a difference between instantaneous and average speed. I figure you've gathered that much already though.

It seems like they're probably talking about the speed in between the seconds.
So the average speed during the first second of flight would be $\large h(1)-h(0)$.
