"What should federal government do to expand and protect civil rights?" Can anyone explain what it means by the word 'expand'? Not looking for an answer, just a more clear description.

Historically the Federal Government has expanded Civil Rights by eliminating slavery, women's suffrage, eliminating separate but equal education and ensuring the right to vote to all citizens. This was done in the period from 1865 to 1965. Further expansions were abortion and what appears to be homosexual marriage and with Federal Tax and Social Security entitlements.
