can a computer give out sound when its sound card is removed..
Yes, the typical build has a small speaker inside the case (often on the motherboard) that is used to give the POST and boot error notifications.
ok, so is this small speaker always active becuz i always try to get some sound out of my computer by all the means i knw an it does work.. any suggestions...
The small speaker on the motherboard is a simple buzzer and not a regular speaker. It does not do sounds per se. It does warning beeps and system notification alarms only. However, Windows disables it as long as the internal sound system is running. If you disable the sound system, then the buzzer will do system beeps.

Unless it is a Mac.... they used to do a real speaker... And a few, just a few, motherboards I installed came with a speaker that would hook up inline with the sound system and be disabled when someone plugged in external speakers. Tha was something the manufacturer did that was special/different.
