One such rule is when dividing/multiplying by a negative, it changes the inequality sign. If there is an equal sign involved in the inequality, then there will be a closed circle. If there is no equal sign, then it is an open circle. If the inequality sign is greater, shading will be to the right. If the inequality sign is less then, the shading will go to the left. It is that simple.
