Can someone plz explain how to determine if the if the vector is parallel if given vectors a and b?

if you can write a terms of b. i.e a=xb where x is a scalar
OpenStudy (gorica):
If a x b =0 (vector product of a and b) then a and b are parallel. (a and b are not null vectors)
