The set of data for release per capita can be used to rank the states fairly, based on their individual contributions to the problem. The median value of release per capita is 17 and the mean value of release per capita is 24.2. The use of the median as the measure of central tendency gives more weight to the high release per capita of Texas than if the mean is used. The median value is close to the values of release per capita of three out of the five states ensuring greater fairness than if the mean is used.

@kropot72 should i write my median for both sets in 1000's example with the release per capita which has itz median to be 17,, should i write it just 17 or 17000 kg since its measured in 1000's or it isnt necessary?
It looks to me as if the production of ozone-depleting chemicals should be stated in thousands of kg and the release per capita should be stated in kg (release per capita meaning the amount released per person in a particular state).

Well that doesn't make sense to me. For example if Arizona produces 85,000 kg and uses 17,000 kg per person in the state they would soon run short!
no actually the second data has 1000 kg/million people in bracket

oh ok..and what of the median for the first table..thus the 85

No. Just write "17 units" for the median. The alternative is to write "17,000 kg/million people" for the median.
