7x - 4y = -18 in slope intercept form is y = 7x/4 + 9/2. Any equation will be parallel with this as long as both have the same slope. So, we start out with y = 7x/4. Since a y-intercept of -2 is required, we simply apply it to the original equation. Your answer is y = 7x/4 - 2.
