Why did Lincoln refuse to send troops to reinforce Fort Sumter before the Confederacy attacked? He did not believe his troops could win the battle. He thought the Confederate soldiers were bluffing. He did not want the war to be started by the Union. He felt Fort Sumter was adequately protected without reinforcements.

i think He did not want the war to be started by the Union.
He wanted Jefferson Davis and the Confederacy to be responsible for starting the war. C (He did not want the war to be started by the Union).
Also, he used that as strategy to convince people in the North that they needed to fight the south and keep the union together.
