They originally met to revise the Articles of Confederation (AOC) because they thought it didn't give the government enough power, which they needed in order to the fight the revolutionary war. Specifically, they wanted the power to enact taxes on the citizens. But even though, they first had attempted to revise the AOC, they ended up just creating a new government rather than fixing the old one. But generally the answer is D.
