The difference of terrorism and other forms of warfare is that terrorism kill innocent civilians in a country while other forms of warfare is usually soldiers fight against soldiers. Terrorism is people who terrorizes or frightens others.

Just to add to Zale101's answer, another difference is that war (in a traditional sense) is often against defined enemies on a field of battle. Nations go to war, for example, making it easy to know who the "bad guys" are. Terrorism, because of its nature as a fluid and unpredictable form of warfare, is much harder to define as to who the bad guy is could be since they don't wear uniforms, march out on a battlefield, or declare an allegiance to any country. They can hide anywhere in the world and often strike without warning.
