Let's use capital L, so we don't confuse it with the number 1.

If 1 small pizza costs $5, how much do s small pizzas cost?
If 1 large pizza costs $8, how much do L small pizzas cost?

5M + 8(0) <= 40, so the most M we can get is?

then as you vary by increasing M by 1, you would have to forfeit some amount of L and such
