You said really good and you just need a crop job?  Really good is like the people that work for magazines and make one woman out of 5 models.  A good crop job is someone that has used it for more than a day.

http://www.gimp.org/ Hard to say. I started out with Corel Paint, which was perfect for the things I needed to do. Photoshop was designed originally for the Mac, so their organization of fools and interface responses are very Macish. That puts it a bit at odds with people that live on Windows and LINUX.

The huge advantage of Gimp is that it is free, so playing around to see if you like it costs you only the time.
