If we make the factorization of 36 and 25 we got: \[-36 = 6^{2} * (-1)\] and \[-25 = 5^{2} *(-1)\] then 25 and 36 are coprime numbers, then you only can simplify \[\frac{ -36 }{ -25 } = \frac{ 36 }{ 25 }\] because the only common factor in -25 and -36 is -1.
