I think it's C. It can't be A since gravity can literally be observed while you're sitting on your chair or tossing a pencil up in the air. It's not B either since gravity is a universal law. I don't think it's D either. It's probably C since gravity is a law and laws are generally more of "how" it happens, not "why." Nobody can give you a totally straight-up explanation on why gravity does what it does. That's not really *how* physics work.
