I would have to guess "a" because he conqured many city-states and he tried to start an empire with the cities. But eh, it's just a guess. >_> Though what I just said doesn't prove anything on how he showed no mercy to enemies.
I am also thinking a he was said to have conquered multiple empires so I don't think he was compassionate
