Where and what is the best test to evaluate an Alg 1 test to access the level of comprehension/retention my son has before moving onto Geometry.

Mastery of algebra may not be necessary before moving on to geometry. If you get a general sense that he is ready, just make the leap and be prepared to teach a bit of algebra along the way as necessary. That may actually make the algebra easier to learn when he sees how it is used with geometry.
