Why was Jefferson Davis having trouble keeping the Confederacy unified? He could not make up his mind how to win the war. Too many of his cabinet members were deserting. The states did not want to be told what to do. Too many political parties were vying for control.

Take the third option. The whole point of the "states rights" conundrum is that each state ends up being its own little country.
