You can't create an arc with a straight edge. That rules out one.
To construct parallel lines, I might construct a perpendicular line, twice. This might be construed as copying an angle, I suppose. Not really clear from those choices.

Do that twice and you have a pair of parallel lines. Does any part of that process sound like it is described in the problem statement? I'm not really seeing it.
