How do you know a function is linear or not when given data points but not an equation?

How many points? Generally, pick two and write the equation, then see how close the others are to the line.

It's pretty easy, actually. If you're familiar with how to construct a line from two points, you basically just need to pick any two pairs of points and then see if they both give you the same equation. You might want to do it more than twice to double check, but generally twice should be enough.
