xoxo_devvie is right, it's (C). The reason was that a number of Senators didn't like the provision in the Treaty pertaining to the League of Nations, that if a member nation were unfairly attacked the US might be obligated to go to war to protect them without Congress' say so. So, surprise! The US didn't actually sign the Treaty of Versailles...a separate peace treaty with Germany was signed instead.
