The point (h,k) in the vertex of a quadratic function is the highest point in the graph a<0? true or false?

is it "highest point in the graph IF a<0?" Otherwise the question doesn't make much sense.

The vertex is always EITHER the highest, or the lowest, point on the graph of a quadratic. If the parabola opens UP then the vertex is the LOWEST point (and there is no "highest point"). If the parabola opens DOWN then the vertex is the HIGHEST point (and there is no "lowest point"). So what does a<0 tell you about the direction of opening of the parabola? Put that together with what I wrote above, and you'll have your answer. :)
