Go to command prompt/cmd
And type in the following:

netsh advfirewall firewall add rule name="YoutubeHTTP1" protocol=TCP localport=80 action=block dir=IN remoteip=173.194.55.0/24

You realize that if your ISP is not limiting requests to the CDN servers based on excessive traffic, this will actually slow down Youtube rather than speed it up?  Also, if your ISP does that sort of throttling automatically, they will auto choke Youtube as well.  In both those case, this does nothing positive.
