So the number of 8-digit numbers at least 60,000,000 should just be \(99999999-60000000+1=40000000\). How many of these do you think are even? how many odd?
Still confused. The answer would be 20000000
half of those \(40000000\) numbers left are even, and half are odd, so we count \(20000000\) such numbers
