f(x)=2x+3 is indeed a function with 2 operations
But what do you mean by solving a function?
Are you supposed to graph it?

$$f(x)=2x+3 $$ certainly has two operations, $+$ and $\times$

as for "solving" a function, there is no such thing
perhaps it means "find the zeros" i.e. set 
$$2x+3=0$$and solve for $x$
