I may as well still answer. the making of sperms, requires temperatures lower than body temperature. The scrotum, the loose bag of skin that hangs below the penis, being outside the abdominal cavity is exposed to atmospheric temperature, hence has lesser temperature, which is conducive to spermatogenesis.
