I need help on changing a decimal to a fraction to a percent

OpenStudy (ivettef365):

to change a decimal to percent move the dot two spaces to the right example .20 = 20% to change percent to decimal to the opposite move the dot 2 spaces to the left example 20% = .20

OpenStudy (jdoe0001):

to change any decimal to a fraction, just count how many decimals you have, and use THAT MANY ZEROS at the bottom, with a one in front of them removing the "dot" say \(\bf 3.12345 \implies \cfrac{312345}{\textit{1 and 5 zeros}} \implies \cfrac{312345}{100000}\)

thank you for helping me
