How many people in the city might one expect to have a swimming pool? (Round to the nearest whole number, if necessary.)

In this problem you will be comparing two proportions. They interviewed a sample size of 250 people, and of those 119 had pools. So one of your relationships is 119/250. The total population was 10,000 and they want the number out of that who have pools based on the other relationship. So in the end you have 119/250=x/10000 and you would solve for x.
