I need clarification on citing a state bill introduced. In text as well as on the reference page. From what I'm reading in-text would be House Bill 180 (2013) and reference would be Youth Cardiac Arrest, H.R. 180, 130th General Assembly Regular Session. (2013)

That looks pretty much right, except lose the "General Assembly" and add the name of the state in which the legislature resides, i.e., 130th Ohio General Assembly.
