I believe it is C. Each state had to ratify the Fourteenth amendment, giving citizenship to the slaves. The 14th also barred former high-ranking Confederates, civil and military, holding office (most of them were eventually pardoned and their civil rights restored). And it said that the government would not recompense Confederates for any loss incurred because of 'the rebellion,' including slaves.
