Should we not use the foil method to expand this (x^2y^4)(x^3y^2)

FOIL is for the product of two BInomials, which are 2-terms with a + or - between them. What you have there are not binomials, they aren't sums or differences. The parentheses don't change that, it's just all a product.

So basically we are just re-arraing the position of the terms right?

Well, sort of... you CAN take the product of the terms that have a base of x, and the terms that have a base of y. Just use the rule for exponents with the same base. :)
